Commonly this is referred to as tattoo blow out or tattoo bleeding. Essentially it is the ink is running beyond the design. So it looks a bit like extra shading around the tattoo, which is not what you wanted. Fortunately the ink in the tattoo blowout is quite faint. This makes it a lot easier for the laser machines to break down the ink.
